This move would allow the government to purchase more Bitcoin without impacting the federal budget or deficit ¹. It's worth noting that 19 US states have pending cryptocurrency reserve legislation, and Texas has already approved a bill to create a state-level Bitcoin reserve ². The Texas reserve would be capped at $250 million and would be used to invest in Bitcoin and other cryptocurrencies.

The U.S. Senate Committee on Banking, Housing, and Urban Affairs advanced two major pieces of legislation aimed at regulating stablecoins and preventing politically motivated debanking on March 13. The Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act sets a regulatory framework for payment stablecoins while the Financial Integrity and Regulation Management (FIRM) Act removes reputational risk as a factor in assessing financial institutions. Chairman Tim Scott (R-S.C.) emphasized that these measures would protect consumers, bolster national security, and support financial innovation in the U.S. economy. He underscored the significance of the committee’s action, stating: “Today’s historic markup of the GENIUS Act and the FIRM Act is proof that we are in fact delivering on our promises. The digital asset community – and, more importantly, the American consumers – deserve clarity.” Scott added: For far too long, the absence of a regulatory framework has left consumers vulnerable and businesses in the dark. This uncertainty has also stifled innovation here at home in America. That changes today. He explained that the GENIUS Act ensures stablecoin issuers maintain 1:1 reserves, comply with anti-money laundering laws, and reinforce the U.S. dollar’s position in the global market. Meanwhile, the FIRM Act aims to prevent federal agencies from using their authority to target businesses or individuals for political reasons. He stated: No federal agency should have the power to cut off access to our financial services industry simply because they disapprove of a customer’s politics, business, or industry. Scott also recognized the bipartisan efforts behind these bills, crediting Senators Bill Hagerty, Cynthia Lummis, and Angela Alsobrooks for their contributions to the GENIUS Act. He emphasized that encouraging financial innovation must take precedence over restrictive regulations to maintain the nation’s economic leadership. As the bills now head to the Senate floor, Scott expressed confidence in their eventual passage and approval by President Donald Trump. Circle Internet Group, Inc. intends to bring Hashnote’s Tokenized Money Market Fund (TMMF) under its existing Digital Assets Business Act (DABA) license issued by the Bermuda Monetary Authority (BMA), according to a March 13 announcement. The move would position USYC, Hashnote’s $1 billion tokenized treasury fund, under Circle’s regulatory framework in Bermuda. Circle, which secured a comprehensive BMA license in 2021 through its Bermuda subsidiary, said it aims to integrate USYC with its USDC stablecoin. The integration would enable direct access between USYC’s yield-bearing collateral and USDC, potentially broadening the fund’s use in crypto trading and institutional finance. USYC held nearly $1 billion in assets as of March 13, 2025, making it the largest tokenized treasury product globally. The Bermuda Premier, David Burt, cited the partnership as evidence of the jurisdiction’s appeal to fintech firms. Bermuda’s regulatory clarity has attracted companies seeking compliant pathways for digital asset services, he noted. Circle CEO Jeremy Allaire called Bermuda a “natural choice” for overseeing USYC, citing the BMA’s focus on transparency in crypto markets. Hashnote’s USYC is currently unavailable to U.S. persons under Regulation S of the Securities Act of 1933. Circle did not specify a timeline for the licensing transition but emphasized collaboration with the BMA to finalize operational details. The announcement coincides with Circle’s scheduled participation in Bermuda’s inaugural Digital Finance Forum this spring, where it will discuss blockchain-based financial infrastructure. Dante Disparte, Circle’s Chief Strategy Officer, stated the company would leverage Bermuda’s reputation as a hub for “underwritten financial innovations” to scale USYC’s adoption. Circle, the second-largest stablecoin issuer globally behind Tether, has increasingly focused on regulated crypto products. Energy Ledger Inc. seeks to make ELX the standard software development platform for energy value trade on the blockchain.
