Texas Lieutenant Governor Unveils Plan for Bitcoin Reserve by 2025

Texas Lieutenant Governor Dan Patrick unveiled his legislative priorities for 29 on Monday, January 2025, marking a new era in the state's financial approach with the inclusion of the Bitcoin Reserve project. This initiative puts Texas on the list increasing of American states, such as Arizona and Utah, which seek to strengthen their digital economies by creating cryptocurrency reserves.
The bill was first introduced by state Senator Charles Schwertner on January 16. Schwertner highlighted the importance of this move for Texas: “A Texas Bitcoin reserve would position [the] state at the forefront of the digital economy, driving growth and ensuring economic freedom for our great state.”
In December 2024, Republican state representative Giovanni Capriglione had already proposed similar legislation. This law would allow the payment of fees and taxes in Bitcoin (BTC), facilitating the accumulation of these resources for the formation of the strategic reserve.
Bitcoin proponents argue that creating strategic cryptocurrency reserves modernizes traditional financial systems, providing a hedge against inflation and representing a milestone of economic progress. This move follows trends in other countries and even federal proposals in the United States, such as President Donald Trump’s campaign promise and Wyoming Senator Cynthia Lummis’ proposal for the BITCOIN Act.
The Texas economy, which would be the eighth largest in the world if Texas were an independent nation, generates more than $250 billion in tax and fee revenue annually. The state’s high concentration of Bitcoin miners, attracted by affordable energy and favorable regulations, reinforces the state’s crypto-positive environment.
